yes. just grab the source and compile it in a terminal:

    gcc -o jack_midi_dump mididump.c `pkgconfig --cflags --libs jack`

then use it in the terminal:

    jack_midi_dump

you'll have to connect with jack_connect or JackPilot (or any other
equivalent tool). it has no GUI.
