Good idea. So jack_lsp, jack_rec and the lot would no longer be shipped
by any of the jackd packages, but live completely on their own.

I assume it's not too hard for the Windows guys to bundle or
automatically download the "tools package".

Absolutely. Though we've tried to make the invocation interface as
similar as possible in the past. Which is a good thing I'd say.
